SYSTEM CORE IMPLEMENTATION PROCESS

The implementation process will be without the seizure of assets and without forced coercion; nor
will the System Core be implemented without global cooperation.

PHASE I – PLANNING (2020)
• Formation of System Core Planning Council
Selection of technical analysts, user logic and flow designers, and industry expert teams
from around the world.

o Planning of the System Core applications and systems integration will be open to the
public - meetings are to be broadcast and video made available online for complete
transparency
• Analysis of and the planning for Global Communication Systems and Data Center
infrastructure upgrades and/or development to ensure every community has access

• Appointment of media with full access and disclosure rights
• Public Collaboration
The people - Gather online for the collaborative creation of:
o The Law of Rights and Governance (Global Constitution and Bill of Rights)

o Compile Agreements: Nonaggression, Aid, Global Resource Contributions for the
60/30/10 Resource Partition Plan, and the Debt Reconciliation Plan
o Standard Needs: Discussions regarding which Goods and Services will be deemed
Standard Needs items and which items will be marked for the IWAUT or Black
Market

• Determine acquisition and compensation for assets and infrastructure for system integration
• Every person is to maintain all compensation statements for Proof of Funds that will be
transferred into the Willit System.
