INITIAL FOUNDATION ENACTMENT REQUIREMENT

               Our rights are only effective if man agrees to abide by them. The effect of any law created by man
               must ensure life and freedom; and if a law violates these inalienable rights, the people must amend
               it.

               With this ethos in mind, the following eight foundational laws for the System Core are offered for

               consideration:




               ENACTMENT 1 – APPROVAL OF LEGISLATION
               No law shall be enacted, enforced, nor funded, without a confirmation vote of the people.

               All laws will be reviewed no less than every five years to determine their validity and to review their
               documented effects.

               The people are to determine if the law is fair to all people and constructive of peace, security, life,
               and freedom. If the law is destructive of peace, security, or life, it is to be deactivated from active
               Law Code. Sub-enactments constructed based on the initial law, may also be deactivated and
               archived.


               No law will be enacted that prevents the people from amending or suspending an enactment or
               law.

               Goal of Enactment 1: The Perfection of Law





               ENACTMENT 2 – ASSURANCE OF JUSTICE
               No law shall be enacted that prevents due process; nor shall any law be enacted that prevents the
               investigation or filing of charges for corruption, theft, or lies against any individual charges are to
               be brought against, regardless of their position, class, or social status.

               Every individual will have right to a trial by a jury of the people, whose judgement is final, so long as

               the people’s judgement does not condone, nor the punishment result in, killing or theft.

               Goal of Enactment 2: The Assurance of Justice




               ENACTMENT 3 – RIGHT OF LIFE
               The right of life and freedom from physical abuse is to be protected.

               No government, nor their administrative bodies, contractors, corporations, or mechanical
               constructs, may subject any person to physical abuse; nor can any writ (by verbal, physical,
               electronic, or any other means of communication) be issued; nor any law enacted that will
