To ensure the truth may be known at all times: No law shall be enacted that will discontinue or
               impede the right of communication between people or groups of any nation, for any reason. Local
               and global communication systems must be maintained in a state of excellent repair to ensure the
               ability of communication, trade, and information exchange, to ensure information is shared with all

               people, at all times, and in all locations – except those in exile, and the communication of national
               defense plans.

               Hacking of the System Core will be an exilable offense.


               Goal of Enactment: Full disclosure and transparency
               Informed Individuals can only make wise decisions if the information they receive is accurate.
               Knowledge is the key to self and system perfection.




               ENACTMENT 7 – FREEDOM FROM UNLAWFUL INCARCERATION
               No being shall be incarcerated (jailed or imprisoned) unless they have committed a crime that has

               resulted in the physical injury or death of an individual.

               Exception: temporary holding of individuals for exilable crimes, or those individuals for whom a
               warrant of arrest has been issued for failure to appear to answer for violating a law.

               Goal: End threats of incarceration for the violation of laws that pose no physical harm.





               ENACTMENT 8 – ADVANCEMENT OF MANKIND
               To ensure the advancement of mankind, laws can not hinder the development of mankind; it is the
               intent of creation, the founders, and the ancients that mankind achieve perfection (right actions
               that result in constructive effects for the individual and the whole); as such, any law that would

               prohibit achievement of this end will not be binding.

               Thus, each man must be free to act in accord with his or her conscience, so long as their actions are
               not destructive to other people. Thus, the freedom of ideology, previously known as the freedom
               of religion, and the freedom of choice shall not be hindered, so long as the person can prove in a
               court of law that their belief and action is constructive for self and society, or, socially benign.


               Goal: the freedom of religion and belief.
