The people will determine square footage requirements and design, based on available resources
and construction standards and building codes.
NON-STANDARD HOUSING (PUBLIC DOMAIN)
Non-equity Standard Needs properties that have been placed in the public domain, that exceed
agreed-upon Standard Needs criteria for square footage and fixtures, could be leased through the
I-WAUT market for the True Cost of maintenance.
If a property cannot be maintained at True Cost levels once the System Core is implemented, the
people within the district the property is located may vote to confirm the UPLU’s recommendations
or co-op the property.
PRIVATE HOUSING
Private houses and lands are those homes or properties that are owned by individuals who have
determined they will retain ownership rights, for which they will be required to pay the True Cost
for the maintenance of the home. As well as the true cost for all utilities, sewer, trash removal, and
road maintenance; as well as the True Cost for all social benefits.
Upon the death of the home-owner and their spouse – the land and property will revert to the
public domain. A community may select to place the property in the Standards Needs market, or
the I-WAUT Market, or condemn the property for recycling.
HOUSING MAINTENANCE
Maintenance of all housing units will be part of the Standard Needs system, and required material
resources paid for by a Community’s RP-Tax Grant. All housing units and homes must be up-to-
date with housing regulations enacted by one’s district, city, and state.
Repairs may be paid for by the residing members and quickly reimbursed by the UPLU, for all
expenses that were not the fault of the occupant.
PROCUREMENT PROCESS
Banks will no longer issue mortgages for the procurement of land and houses; housing will be a
Standard Need obtained through earning equity or Willits.
In-lieu-of ownership people will have usery rights – the right of use. Properties will be managed by
property management organizations, companies, or agencies registered with the UPLU.
