There are many people who believe it to be impossible to meet the needs of all people. Their belief
is based on observation of the enormous requirements needed to complete the task. However,
their belief is not founded based on facts because their flawed systems are not adequate to
compute all needs; nor to account for all resources, nor resource usage efficiency; nor to assign and
determine fulfillment of the required tasks.
AdvanCN envisions property usage rights will be assigned by lottery, and not social status, nor
executive privilege, and prime real-estate used for vacation lodging and made available to all
members of society for the exchange of Willits. The True Cost of maintenance for large estates and
prime property will be cost-prohibitive for almost everyone.
With the incorporation of the System Core’s ethos and the peoples’ social agreements, a property
or land-owner will have the option to retain their property for the duration of their life. A land-
owner may select to pay the True Cost for resource usage, by opting not to become a Standard
Needs citizen who Earns Equity.
REGIONAL COMMISSIONS FOR URBAN PLANNING & LAND USE (UPLU)
Local UPLU commissions will review community needs and prioritize building and infrastructure
projects and maintenance; determine best land use; and report their findings to the people for
enactment approval. Within the UPLU, will be the Department of Property Management, who will
be the oversight agency for property inventory, management, and acquisition.
SOLUTION OR APPLICABLE SYSTEM CORE APPLICATION/S
The Standard Needs Earned Equity system and markets will be used to ensure every person has an
apartment or home, a central location to schedule maintenance and repairs, and to find available
housing units or to access temporary housing for travel, vacation, or business needs.
The UPLU administrative body will ensure that home usery is limited to one housing unit per
individual or family unit.
Current landlords who rent housing or apartment units will be compensated for the property, and
the dwelling unit placed in the Standard Needs Market. The landlord will receive compensation for
upkeep, maintenance, and management of the property, without the burden of ownership.
STANDARD NEEDS HOUSING
Standard Needs Housing allocation will be by application and lottery. Every individual will be
granted Standard Needs Housing. Housing will consist of units for individuals, families, seniors,
supportive housing, co-op housing, and student housing.
