JCRPA – will compensate all lawyers and legal service professionals for their time and will be an arm
of the Global Compensation and Transaction Administration – and will be primarily responsible for
auditing payment requests and ensuring all legal professional ethics regarding citizens are adhered
to. They will also aid individual citizens in finding legal representatives who are in good standing in
their local community.

RIGHTS VIOLATION ACCOUNTABILITY – PUBLIC DISCLOSURE PROJECT
Private personal litigation will not be covered under the JCRPA. Any legislation that will not be
available for public disclosure during or after litigation will be required to be personally financed by
the individual or organization.

BLACK-MARKET – LEGAL REPRESENTATION
Representation will be provided to black-market businesses for contract disputes so long as the
contract is within the public domain.

FINANCIAL RECOVERY
The JCRPA will also ensure fraud prevention:

• Accurate accounting of billable time
• Complaint Legitimacy – frivolous claims penalties

• Reimbursement of cost by losing parties
• Case Auditing which may entitle JCRPA to access all records and public domain judicial
verdicts and mediation results
• Non-public contract disclosure review

CASES REMANDED TO THE PEOPLE
The people will determine the guilt or innocence of an individual or group, and will determine if an
individual will have:

• Resource usage rights suspended;
• The amount of restitution payable by a guilty party;
• If the guilty party will receive cause and effect education and training;
• The level and the time duration of an individual’s exile:

• Level 4 - Temporary Exile (1 to 3 years)
