A civil complaint may be initiated by any citizen for non-frivolous
               concerns. The complaint will be reviewed and an attorney or
               counsel assigned.

               Citizens will have the right to select an attorney. The attorney
               will review the case, determine the likelihood of receiving an

               award, and may file the case with the appropriate court.  Once
               the case is filed an attorney may submit all expenses for
               payment to their Nation’s Compensation and Transaction
               Administration (NCTA) accountant.

               If a party is unable to pay the compensation due to the
               successful litigant, the GCTA will pay the compensation due to
               the litigant based on the order issued by the court. The

               compensation, attorney’s fee and court cost will be assigned to
               the losing party’s NCTA account and deducted based on a
               payment schedule that is fair to the litigant.

               (JCRPA)
               To ensure the right to seek and ensure justice every citizen will
               receive representation or have the right to file a case pro se.

               Currently the right to seek justice is infringed upon by the
               necessity of court system processes which require an indigent
               plaintiff to pay for all expenses except court cost.


               Thus, low income individuals who have been wronged have no
               means to ensure justice. Attorneys reject legitimate cases due
               to the cost of legislation:


                   •  compensation of the attorney’s time
                   •  investigations
                   •  expert and witness fees
                   •  court reporting cost
